The Department for Environment, Food and Rural Affairs (Defra) has published its 25 Year Environment Plan Outcome Indicator Framework, alongside the 25 Year Plan Environment Plan Progress Report.

The Progress Report outlines what steps the government has taken since the publication of the 25 Year Environment Plan in January 2018, including publishing a draft Environment Bill, publishing the Agriculture Bill that pays farmers to protect the environment and other public goods and work to deliver biodiversity net gain.

Progress has also been made on air pollution, waste reduction and plastic pollution – the Resources and Waste Strategy was published at the start of the year and proposals have been moved to extend the five pence plastic bag charge, ban microbeads in cosmetics and introduce a tax on plastic packaging with less than 30 per cent recycled content – protecting wildlife and conserving marine ecosystems.

To monitor and assess progress Defra published the Indicator Framework to help the Department communicate progress against the goals of the 25 Year Environment Plan. The framework contains 66 indicators and is designed to be flexible ‘to allow users to select indicators which support the use of the natural capital conceptual framework, identify pressures acting upon natural capital assets, assess the condition of assets, and highlight the services and/or benefits that are provided by natural capital.’
